Laconia is a planet in the system with the same name. Following the reactivation of the Ring network, the planet was settled by a rogue element of the Martian Congressional Republic Navy, effectively establishing a functioning government the Laconian Empire in the absence of direction from any human power.
History

During the Free Navy Conflict, the Proteus was the first vessel completed and sent back through the Gates to assist the Free Navy occupation of Medina Station.
Circa 12 XTE, after the reactivation of the vast Ring network, Cara and her family traveled to the Laconia system and settled on its only habitable world. Not long thereafter, rogue elements of the collapsing Martian navy, led by their commander, admiral Winston Duarte, arrived in the same system, and, ultimately, took control of the planet, establishing a pseudo-military government. After some years, a fully functional shipyard was established by Dr. Cortázar, using alien technology.
Around 20 XTE, Cara discovers mysterious animals which seemed to have resurrection abilities, but to a limited degree, reactivating their brain, but not their full personalities. After the quasi-resuscitation of her brother, Xan, Cara escapes her family into the Laconian woods.

Personel from the breakaway Martian fleet had already landed on the planet and began preparations to operate the Alien structure in orbit of the planet. They also used the stolen samples of the Protomolecule provided by the Free Navy to activate the alien ruins on the planet.
Government
Prior to 47 XTE, unlike the other colonies, Laconia was under a quasi-constitutional military dictatorship, directly governed by former MCRN Admiral Winston Duarte. The government was seen as strict and oppressive by the colonists, which expected direction from a human power. The administration seemed to have strict information control on the human populace, hiding the outbreak and subsequent conclusion of the Free Navy Conflict, as well any extra-Laconian event, from them.[2]
Around 16 XTE, the government of Laconia allied itself with the Free Navy in a bid to release control of Sol from the UN and MCR but failed and were ultimately defeated by the fledgling Consolidated Fleet. Following the conclusion of the war, Laconia gradually evolved its military using alien technology until it somewhat resembled and perhaps even rivaled a small armada of the Ring Builder military. With this newfound strength, Duarte invaded and quickly steamrolled the entirety of the Sol system, seizing control over all of humanity and establishing the Human empire, a wide authoritarian empire under the direction of his Consulate.

- Laconia is a region in Greece. In the days of the Greek city-states, the territory was under the control of the Spartans. Incidentally, the word laconic is derived from Laconia, because the people were known to speak in a concise manner.
