The Prime Minister of the Martian Congressional Republic (MCR) is the head of state and government of Mars, and commander-in-chief of the Martian Congressional Republic Navy (MCRN) and Martian Marine Corps (MMC), the two most advanced military branches of the galaxy before the discovery of the Protomolecule.
The Prime Minister is elected by and can be dismissed by the Martian Congress, the country's legislature.[1]

At the beginning of the the Free Navy Conflict, the then Prime Minister, Nathan Smith was being escorted on a diplomatic visit to Luna onboard a MCRN flagship when the majority of his escort was sent to repel unidentified attackers. When reinforcing ships then attacked and boarded his ship, the Prime Minister was placed aboard the Razorback with Bobbie Draper and Alex Kamal. The racing ship then fled at high-g towards United Nations Navy (UNN) friendly forces.

After landing on Luna, Nathan Smith learned that the Martian Congress had moved for a vote of no confidence in him. Shortly after, he was removed as Prime Minister and replaced by Emily Richards.
Prime Minister Richards then had to resolve the crisis happening to her planet, with a 3rd of the entire MCRN fleet having gone rogue and the Martian government not knowing which of those remaining were loyal to the State.
